I don't get your question. If you're waiting for a nomination from Nova Scotia, you must have already submitted your IELTS score. If you didn't, you would be rejected.
If you took a new test, and, based on your scores, you might be invited to apply directly from CIC without a provincial nomination (relying solely on your CRS score) why would you want to wait for the nomination? You won't even need it, and could withdrawl your application.
Have you already answered that email from NSOI? If not, wait until june 20th to answer it (if, you get your ielts results before that).
Given that you are pretty much certain you'll get an ITA based on your new scores, you could be benefiting us all by speeding up their app checing process, by giving up on your spot on their queue.
