At which stage do you get informed about refusals, do you know? Is it after background but before eligibility check?

Eligibility starts only after Medical , Background check , Biometric Done .
So once Case worker have all above details they start to look for your other condition like financial , tie-up , all documents which is needed are sufficient or not
and that is stage refusal might trigger based on any of factor
