NON SDS Processing times for 2024

I agree to that, but I'm a bit confused about the two BVL. There is no difference between them. Why would they send me two?

I don't know why they sending you two BVL, I applied for study permit without Statement of purpose they refused my application giving me reason that "home tie -
I am refusing your application because you have not established that you will
leave Canada, based on the following factors:
• The purpose of your visit to Canada is not consistent with a temporary stay given the
details you have provided in your application.


My point is on same day they send BVL and Refusal letter.
