It says,"Kenney is consulting with federal and provincial government bodies to determine whether those 38 occupations are still highly in demand and whether new occupations need to be added to the list"

It also says,"The consultation period is expected to last until April 16, and any changes to the program will be introduced after that date"

The information is on the same www.canadavisa.com website under 'Canada Immigration Newsletter'

Any mention of IELTS or NOC is speculation, but strong speculations.

So this is confirmed, the April 10th changes mentioned by somebody earlier is NOT correct.

Noc change will not happen until the consultation is finished on 16th April and after that they will decide so it might take few months to be published , that we can only say now. No fixed time can mentioned right now as there is no information regarding this.

Regarding the IELTS from 10th April, there are lot of confusion among the people because the minister did not mention it clearly in his speech as he said ony prospective immigrants need to send IELTS at the time of apply and they will not get second chance to submit IELTS if they choose to submit written submission at the time of apply.
Here the question is -We have still both option available even after 10th April and poeple usually send their IELTS or written submission to the visa office only not to the CIO,Canada as the instruction guide says you do not need to send IELTS to Nova Scotia.

So if IETLS is mandatory at time of initial application then definitely written submission is also mandatory at the time initial application.But the minister did not say anything about this he was only talking about IELTS which means this rules will apply when you submit your full application to the visa office not at the time of initial application.

Hope this is the case.

Any input from seniors.

I too have the same concern as I want to apply to NS without IELTS and want to send my IELTS score to local visa office. Is that possible?

To elaborate more, I'm not claiming English language points through written submission but have not taken IELTS at the time of initial application. Can I claim language points in this scenario?

Yes u can claim definitely if ur application arrives to CIO before 10th April but after that u better wait for their update to the website to get a clear veiw as there is a confusion about this.

Canada government has not officially declared the new list of eligible NOC for Canada PR. No bosy can claim about updation on particular NOC. occupation.

I think , none of the NOC will be removed from the list but some new NOC will be added in the current list.

Rules about IELTS is going to change, but they have not declared officially. They have mentioned on web that IELTS Result is momentary to apply for canada file from end of april, 2010. It is written rules about IELTS submission is going to change but still it is not changed. It means you can send IELTS copy on later stage, when you send full documentation.

If your application file is ready and you do not have IELTS, you can still apply. Send file immediately to get IELTS extension. On later stage, you will be required to clear IELTS to apply for canada visa.

although the information is correct but as many members are saying it may be in April but not the 10th,,,so i will suggest that u should send the docs in your present status and don't wait,,,coz if the rules change u will be given proper chance,,,,nd if u kept waiting for formal announcement it may be late,,

As stated in the news release the date is actually April 10, 2010.It also mentions that you need to prove your ability at the time you apply so it is very likely that the applicant will need to send copy of IELTS score to CIO itself.
You will have only one chance to submit a proof of language efficiency. IELTS is your best bet since it has fixed points. So it is appropriate for applicants who do not have english as their first language.

Ottawa, March 10, 2010 — The Government of Canada is streamlining the process for assessing the language skills of applicants to the Federal Skilled Worker and Canadian Experience classes, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today.

“The language requirements themselves have not changed,” said Minister Kenney. “But beginning April 10, 2010, prospective immigrants will be required to prove their English and French language abilities at the time they apply. This requirement supports our commitment to fast, fair and efficient application processing.”

Previously, to prove language ability in French or English, applicants could either submit an independent, third-party test or a written submission to a visa officer. The written submission was intended for people whose first language is either English or French. However, many applicants whose first language was not English or French were taking advantage of the written submission. The submission wouldn’t adequately prove their ability and they would have to provide further evidence, leading to processing delays that could take months.

“We expect that applicants will have the language skills they claim on their application. Now, applicants in these categories will have only one opportunity to prove their language ability,” said Minister Kenney. “They can still make a written submission to a visa officer if they wish, but only once.”
For faster, fairer processing, all applicants are encouraged to submit independent, third-party language test results. The language test gives applicants a clear indication of their ability before they apply. When submitting written proof, applicants don’t know what their results will be until their application is assessed by the visa officer, after a formal application and fees are lodged with Citizenship and Immigration Canada.

“We strongly encourage applicants whose first language isn’t English or French to take a language test,” said Minister Kenney. “We don’t want immigrants to be surprised if their written submission doesn’t match their reported ability, and they don’t get the desired assessment.”

An immigrant’s English or French language ability is one of the strongest predictors of their success in the job market. Canadian Experience Class applicants must meet minimum language requirements based on the job they do. On a selection grid worth 100 points in total, Federal Skilled Workers can be awarded up to 24 points for their official language ability.
