Don't want to hurt your feelings bro, but seems that our NOC is capped in October....anyway don't let this negativity affect you, wait till you hear from the VO.
 
I called cic at this number +16139444000 from india, then dialed 1 1 1 and was connected to citizenship and immigration canada. after i pressed 1 3 1 1, then to verify the identity, automated caller machine asks to enter application number followed by pound sign. I do not have any application number. How can I talk to their customer care agents to know my application status?

try below step it will connect u to agent provide him/her ur details if u r lucky they might provide u the required status

After they ask you for the application number 3 times and you don't enter, the call will automatically be connected to a customer care agent.

When asked for application number, just press the # sign, another machine question then press1, and you will be asked your year of birth, another question then press 1 for the last time.

Does NDVO send you AOR letter? How long it take for you to get MR Request or Second line update after receiving PER.
I received PER on 17th Dec and from that date I have no update from CIC nor from NDVO. Your detailed information will help us to predict timeline.
