I have got similar message directly from my visa office in response to my CSI, therefore, I do not expect to get my visa before January 2013. It's been 2 months since I sent my passport I have to wait at least three more months to expect visa, it's is really a devastating news for me.
By the way, do you have any idea why they are doing this?

I am confirming your suspicion about the visa suspension as I myself did receive an e-mail saying my file will be finalized in January 2013. Everything was running smoothly did send my passeport a month ago and just when I was expecting the 6 weeks mark to have my passeport and visa stamped everything stopped after this e-mail. I just hope it is indeed a prank and some clarification can be brought internally at cic. btw my visa office is Nairobi Kenya. so i just sent them an e-mail for furtherr explanation, I am a provincial nominee nothing to do with temporary foreigh worker so I really do not see the relationship :-\

payalsevak, it seems like we have the same V.O. So theys ent it to you too. They sent it to me today. Totally devastating. Although they mention January 2013 as finalization date for my file. So I suppose the 2012 visa quota is indeed complete.
Ohh well, I am still looking forward a merry xmas and a happy new year, cuz my happy new year gift is on the way
