Try clearing cookies, caches and browser history before login. Also, try incognito/private mode. If nothing works, then submit the document using webform.
I tried what you suggested but I am still not seeing where I can upload. In addition, the webform takes over 2 weeks and I only have 7 days to submit the additional documentation. Do you know any other options.

I have the same problem! No spot in MyCIC Account to upload the requested information!
I emailed the requested document to the email address they provided: CPC-CTD-Ottawa@cic.gc.ca
But have received no response that they have received my email!
