It has been 127 days since the beginning of 2015. There are 365 days in an year.
They invited 8491 so far. They need to send 25000 invitations this year. Now look at the difference between ratios
127/365 - 8491/25000 < .008
This only means that they issue new ITA's only to linearly meet their 25000 quota. Not more not less!

Every single draw has happened around 0:00 UTC Friday or Saturday night. Ministerial instructions are up around that time or in about 30-45 mins from then. But it takes many hours to actually receive an ITA if your score was above the cut off score in that round. Hence you get invites 2,3 ,4 hrs later or sometimes next day.
UTC 0:00 is EST 8:00 pm and its almost 2:30 hrs since then.
There is no draw tonight (untill CIC website is down, which does not seem so)
