As Canadian Resident, you are entitled to a lot of aids. You cannot be enjoying from it if you are not contributing to it - Canada's belief. Canada has one of the highest tax rate in the world if not the highest with tax rate of about 40% even higher than that of UK. When you do a work of about 600 dollars in a month about 250 dollars goes to the government in form of tax which are used to provide for the senior citizen, daycare supplement for kids going to daycare, monthly money given to children under 18, educational grants and loans etc, Health care for everyone - Kids under 18 get free dental check and cleaning, eye check-up and provision of glasses if needed. All this are applicable to Alberta, not sure it is like that in other provinces. Canada operates a conservative economy so there are no super wealthy people.
If you are working outside Canada you will not be paying tax to them except you declare you income in Canada and pay the tax which i doubt most people do. Which is what Canada is trying to avoid.
I doubt if anyone can be working outside Canada and be coming in for regular visit and meet up with the 3 years of the 5 years to be eligible for a citizenship or PR renewal. It would be sad to just lose the PR just like that. This flying in and out thing only applies to PR. Once you are a citizen then you can go in and out as you so wish.
