2. Visa offices dont pull money out of your account but in some extreme cases they might verify your bank statements or tell you to submit an updated bank statements which is recent.
3. must have been a typo error .. i guess civil check which is done during the eligibility stage to the final approval before decision is made. It depends on how many countries you have lived in for more than 6 months at a time and also if you have no convictions or issues with police or constituted authorities in those countries .

Just to to give a little bit background.
Question 2:- While applying for FSW 2013 , I have shown Visa Office a fixed deposit of required amount as per the CIC guidelines. I have sent them
an attested copy of fixed deposit and a letter written by Bank Manager. This fixed deposit still inforce with bank.
My concern is I have an ongoing personal loan which is roughly around 40% of fixed deposit and month on month an emi is deducted from my account. I have taken this loan on my salary account and Visa Office knows my salar account because I have sent them my salary slips where my account number is mentioned. I am just worried that if they will check they will come to know that I have an ongoing personal loan.
I am just worried what will happen if they will ask me to submit my 6 months bank statement at the time of medical request.
I hope they ask me to show funds rather than asking bank statements. In that case I will send them fixed deposit.
