I wonder what will happen if you have half a year experience for NOC A job and the other half in category B.
Will you still get approved if your are eligible for NOC A but the cap of your NOC B has been reached. :p

NotreDame,

in that case i believe the VO will base his application on the NOC that has more experience so if noc A has more experince then noc B then 90% your application will be valued based on noc A and of course you have to meet language requirements for noc A.also the noc B experience has not to be in one of the 6 excluded occupations.
lets say for example an applicant has 6 months noc A and 6 months noc B, and the latest already reached the 200 sub-cap,i strongly believe that in this case it will be totally up to the VO discretion and i think he will asses your application on the noc code most valuable to the applicant,unless of course a new operational manual from CIC address the issue.

Six occupations will no longer be eligible for the CEC starting November 9, 2013:

cooks (NOC code 6322);
food service supervisors (NOC 6311);
administrative officers (NOC 1221);
administrative assistants (NOC 1241);
accounting technicians and bookkeepers (NOC 1311); and
retail sales supervisors (NOC 6211).

Also NOC B occupations will have 200 limit.
Hi

If, after considering all other skilled NOC occupations specified in the application, the officer determines that the applicant does not have the qualifying work experience, they must return to the occupation and claimed work experience about which they have concerns and that was subject to the final determination of eligibility at the CIO. In accordance with the principles of procedural fairness, the officer must afford the applicant the opportunity to respond to any concerns related to the occupation and work experience in question.

Does the above information in Operation Bulletin 554 give a chance to the applicant to discuss/clarify on the Work experience? Why I am asking is I do not have an employment letter from the employer because they refused stating that I am in Canada. But I have provided all the supporting documents (pay letter, offer letter, job description details in the company provided letter when I applied for a visa, etc).

I am a cook and submitted my CEC application last month, October 5. Will I be affected by this new rule? I haven't received my AOR and not sure if my application has been filed yet. :(

I sent the application package for NOC 6311 on November 8 2013

Hi I sent the complete application package on November 8 and after sending I came to know that rules are changing from November 9, and my file has not been received yet, according to Canada post it will be received on 14 November. I just want to know if the immigration will still consider my application under NOC 6311, I also validated my forms in September or October.
And my application is genuine because I am actually working in health care under that job title as food service supervisor.

And if immigration doesn't accept my file then what should I do then, I already have experience in this category for almost 17 months now and still working.

Anybody have any Idea?

Thanks

As of the update MI-10,

All CEC applications will be considered according to the date they are received at the CIO.
[ Source: http://www.cic.gc.ca/english/resources/manuals/bulletins/2013/ob554.asp ]

All that counts is the day CIO receives your application, if that's before Nov-9th, then you're good.

Devastating that NOC 6212 or 6311 Food Supervisors in new NOC has been ineligible to apply under CEC. What are our other options to be a permanent resident using this NOC?

I'm running out of time :(

You can look into the PNP program.
