as per new application after those huge waiting times of 2012 and before,now it seems that CIC wants to implement new technique for delays,I saw in this forum and similar forums and I experienced that nowadays after background check is done then CIC will hold your application in sydney and will do nothing for several months and if you call them to ask for the next step they will tell you that the next step is the test letter ,and if you ask why your application stuck and it does not move to next stage then they have no reply.there is just one step background check and the next step is test letter.i am not talking about the people who need finger prints or RQ.

Problem is at the Local Office - Sidney hold files until Local Office batch pulls them. If LO is slow and your checks as initiated by Sidney are processed fast then significant risk of checks being expired by the time slow LO pulls your application and schedules test. CIC should provide the number of citizenship officers (COs) at each LO and back log of files at each office! At this time the intial flak is on the CJs but they can only work on what they have before them! CJ has a Citizenship Act mandated timeline to make decision but CO doesn't!!

Technically speaking, what you are saying makes sense. The problem is CIC is not going to solve the problem. Why and how I'm saying that? PR card renewal takes around three month, right? and we have to submit the same or more documents than our citizenship applications. Although CIC does do more background checks on citizenship applications, the processing time shouldn't exceed 6 to 9 months. How this difference can be explained and justified?!?!
Definitely, CIC are politically processing citizenship applications. Hope they change very soon their policy and back to the logical and democratic way to behave with new comers...

so you believe that local office is not asking for transferring documents? then it means when the agents are saying background check is done but we need more verification means they are just saying someting to get rid of us. Hummm. I don't understand some offices like Windsor is not busy. then why the office is not accepting more files?and I don't understand what is the criterion for accepting files? I know somebody that hasn't been working at all and has been traveling a lot . he applied one month after me and he got his test letter for next month!

I have the same problem.
Although some people who applied after me and got their test / oath date, my application has not been touched at all (based on my ATIP report)! I'm not saying why they got the test date, I'm saying how it can happen that some people who applied later got the letters , some people's applications who applied sooner haven't been started being processed yet ! I doesn't make sense at all.

Your frustration is understandable. I am hoping that with the new rules, things will speed up since applicants are now required to submit more documents to prove their ties with Canada.
Unfortunately, many people have been abusing Canada's Immigration system, and it's all finally coming to light now. I hope many of these people get scrutinized, and get what they deserve.
Citizenship should not be given to just about everyone. I want the canadian citizenship so that I can feel I am 100% part of this amazing nation.

Many are just here to get the passport and leave, and whenever things get bad where they are from, they can easily come back and abuse our health system and so on, all paid with our taxes.

just two points: what you are saying is understandable too. but according to the Canadian media and the research done on citizenship fraud, NOT many people but FEW people which should be less than 3 to 5 percent submitted their applications with wrong/fake information. If they could cheat, that was only because the Canadian boarder agency is not recording the exit of people from the country. They know this problem for a long while and I believe they were/are able to fix it, weren't they?
Number 2 is: from your signature, I saw you have applied in Nov 2013 and you are hopefully going to pass your test in April 2014, right? I have applied in Sep 2013 and still NOTHING has been done on my application. I mean NOTHING. My ATIP report that I just received is completely blank with many empty fields and zeros on it.
How should this difference be explained? So many people have the same issue. I hope one day we live in Canada where practically all of us are equal, regardless of color and previous nationality. The democracy and freedom is not being shown in the words, is being shown in practice.
