My spouse and I have gone through some Japanese forums and they've also received word from CIC about providing pictures, but they are also confused regarding which VAC they should send it to.

CIC is so horrible with correspondence, and after reviewing a few things, it seems as though the photo specifications changed without any word or notification. We sent the application in last June and it seems as though specifications changed in January or April (The picture specification document CIC just sent has the date 04/01/16). Needless to say, I'm pretty annoyed, but there's nothing we can really do.
You can go to VFS in tokyo to submit the requested documents and pay document transmission fee or something and they will send it to manila for you that's what we did.

-I Checked it here using the link you provided but still showing 17months and no options for the country? when i checked it using my phone it is 13 months and there's an option from which country you are applying? why is it so weird?
 
yeah down to 13 months n ang processing s Philippines.. it used to be 17months most all visa offices.. but now they have different processing times n.. sana Kung same kabilis processing ng cic Mississauga sa Manila visa

March applicant ako this year..
Application received: March 03rd
AoR received: March 31st
SA: April 5th
and on my PR 3rd in which it stated they started the processing of paper of...... was on April 11th
Both Sponsor and PR side are in process but then I haven't received any email from manila visa office, although nasa kanila n ung application papers. we're patiently waiting coz I know madami pang mas nauna n nag apply compared to us whose still waiting din

Yay, I checked it last week it say 14 months now goes to 13 months... but we never heard something from CIC this fast few weeks..

di ako masyado nagpapaniwala sa nakalagay sa processing sa CIC in terms of kung mapapabilis or hindi. Minsan nga glitch yan. pag balik mo balik sa 17 months nanaman.

Effective din po ba sa mga naunang applicants? (Last year applicant) kasi may2015 applicant po ako ni PPR wala pa po eh.

ask lang po if someone can answer it for me

1. Natural lang po ba na mag karoon ako ng UCI ?
2. Hindi po ba na iisa lang UCI namin ng asawa ko?
3. nag email po kasi ang manila immigration office sakin na kailangan ko ipadala yung aking CENOmar. alin po gagamitin ko UCI? sa asawa ko po ba or yung akin , pasencya napo sa question ko.. just wanna make sure lang po
