Hi,
I am waiting for my visa stamp as Quebec Skilled Worker,,, I stay with my mother and younger brother who is dependant on my mother,,, I want to take my Mother and brother as soon as possible when I land and finish PR formalities, so please let me know followings:
  • How long after I finish my PR formalities I can apply for my monther to come to Canada?
  • As I have applied through Quebec Skilled Worker, do I have to be in Quebec only when I sponsor my mother and brother or can I apply from Ontario or any other provinces? Does it carry extra point if I stay in quebec?
  • Does area of my house in Canada matters? will government accept the sponsorship when I have a small house or do I have to have a big house for eg. 2 bhk minimum?(i heard some countries take this point into consideration), basically does my income matters?
  • what is the processing time in ND VO from the time I apply and till visa stamp is issues?
  • Does the processing time reduces if I purchase a house rather than having a rented house?
  • Is french compulsory for my mother and brother if I apply for them through Quebec?

1. You can sponsor them as soon as you have a job and are making enough money to meet the low income cut off (LICO) requirements. You must be making enough money to cover all of your dependents, as well as the people you are going to sponsor. For example, if you are married and have a child - you would have to show LICO for 5 people in order to sponsor. See Table 3 on the page below for the LICO amounts:

http://www.cic.gc.ca/English/information/applications/guides/5196E9.asp

2. Staying in Quebec does not carry extra points.

3. House doesn't matter. Your income matters (see #1 above).

4. Processing time is approximately 78 months. See the page below for more information:

http://www.cic.gc.ca/english/information/times/perm-fc.asp

5. No - this will not reduce the processing time.

6. No - French is not compulsory.

Thanks scylla for detailed information.

So it means it will take 6.5 years since I apply for family sponsorship to bring my mother to Canada, is there any quicker way to bring family?

Can my 19 years old brother who is currently studying and financially dependant on my mother be included in family sponsorship? till what age he is dependant and what are the conditions of dependancy?

Yes - it will take approximately 6.5 years. There is no quicker way for you to sponsor your mother. However your mother might be able to immigrate faster if she can qualify on her own (example: if she can qualify on her own as a federal skilled worker and submit a FSW application instead of having you sponsor her).

As long as the application is submitted before your brother turns 22, he can be classified as a dependent (he must remain unmarried until the application is finalized and he is approved for PR).

Ok, I heard now Canada issue 10 years multiple visa to family members,,, can I apply for Family sponsorship for my mother and brother and then apply for 10 years multiple visa for my mother (and brother) so that she can visit Canada(for max of 6 months) until she gets her immigration visa?

In case of my brother can he study in canada with 10 years multiple Visa? (i know he has to exit and re-enter into canada before his stay exceeds more than 6 months)

Yes - your mother and brother can certainly try to apply for a 10 year visit visa. For the visas to be approved, they should show they have strong ties to their home country (property, assets, family, business, school, etc.) and plan to return once their visit to Canada is over.

No - your brother cannot study in Canada on a visitor visa. He needs a study permit.

Note that a multi year visit visa is intended to be used for visits only. If someone is starting to spend more time in Canada than outside of Canada on a multi-year visit visa (i.e. if it looks like they are essentially living in Canada), they can be refused entry at the border.

So any idea how long it will take to process 10 years multiple entry visa?

No, it includes everyone.
