New Delhi (NDVO) 2018 - Spousal Sponsorship Outside Canada

I am April 4th applicant and my file is still at Sydney and waiting to be transferred to VO. Medicals and Biometrics completed in May. I see that in my GCMS notes they have mentioned "Case held as per back office program", I know this is what causing the delay. Does anyone has any idea how long it takes the file to be transferred in this situation.
I received a Pre-arrival service letter in my CIC account. 4th Oct 2019 my application will touch 1-year mark.
I want to know what would be the next update from NDVO regarding my application.

- Within next few months, if we get PPR from CIC, where should I send the passports because PA/dep will be in Canada at this time?
- For the COPR received along with passports, Do PA/dep need to go out of Canada and required to do a port of entry at the border crossing from Niagara falls bridge? I assume based on outland application, this has to be done and will not be mentioned from CIC to me to do this.

My timeline is below in my signature. Quick question, I only received a letter notifying me that my application was transferred to NDVO on 06.25.19, but no letter confirming that they had started processing. The only indication of processing is on ECAS, and that shows processing began on 06.12.19. Does this mean my application is not being processed as of yet in NDVO?

The update on 06.12.19 states it started processing thats includes the procedures in NewDelhi

We have received an Invitation to Pre-Arrival Services Letter as of 10/05/19. Quick question, does anyone know if the UCI number changes once you receive this letter? We had a different UCI number before and now it is different.
Pre-Arrival is good, right?
The UCI number you see in Pre-arrival is of the Principal applicant. Yeah it is good
