What time should we consider of file processing april or from june??

dm 5 December 2016.
no ppr. did mp enquiry on 20 dec. and was told application has been approved and due to holidays and less staff its taking long for ppr.
just dont wtf they r doing. its like fighting witb invisible force. hopeless.
now even after holidays no ppr and a lot of people r receiving ppr (congratulations)

u have to go c a mp of the region where u or ur spouse live in canada

I have done mp inquiry. But i have not mentioned Consultant ICCRC number is that fine??
