Actually the official estimated time by CIC is 13 Months. This is because if the sponsor is INSIDE Canda, and not living in India with the applicant, then the application was submitted IN CANDA, not India (because it's the sponsor who submits the application in entirety and not the applicant. Also, the specific office no longer matters as the applications can be moved around the global network now, to help expedite processing, in an ideal world). So when you go to the estimate page its asking the SPONSOR the questions: Who did you sponsor (family class, spouse living OUTSIDE CANADA) and where did YOU (the sponsor) apply (IN CANADA). The estimate is 13 months, not 18. It takes longer if the sponsor is also living in India outside Canada, because then the sponsor's application also has to be processed through the ridiculously slow NDVO (Canadian Consulate in India) instead of through Case Processing Centre in Ontario.
15 January applicant here, with absolutely NO update since 21 March when NDVO received my husband's application. I got SA 12 March. The file has not been touched at all since NDVO got it. I guess they figure people who applied in March and April are in more of a hurry to get theirs so they have been ignoring Jan-Feb applicants. (sarcasm, but not really).
