have you checked your ecas? does it say 'decision made'? or 'in process'? if it is 'DM' then you will get visa in a week to 10 days....as for ND visa office responding to your emails, my general experience has been all my inquiries were answered within two to three weeks (their automated response says it takes 28 days but I usually get responses in two or three weeks). At this point, it will be of no use to order 'notes'. For some 2012 applicants, they have been waiting for visa just like you (check 2012 New Delhi applicants thread) even though they have completed all the process.
