I had a similar situation but slightly different. My spouse received an email in April, which was a supposedly a ppr but there was no attached that confirmed it. So, we tried contacting the consulate but no response. Later, we ordered the GCMS notes, which confirmed that the mail sent to us was for PPR. We sent the pp with a cover letter and copy of GCMS notes.
Last week my spouse received a call as they had some confusion and wanted to clarify some date on one of the forms ( we mistakenly put a different year).
During the call my spouse asked if they have received the pp and they mentioned Yes no worry we have it with us.
End of it it is your call but I agree ..even we were tensed that whether the passport reached the right place or not.
