MP = member of parliament. This is the MP in the area where the sponsor is. You find this person's name online and depends on the town where your sponsor stays. The MP can make an enquiry on your behalf to find out about the application.
You have to send a request for GCMS notes and pay a $5 fee. Usually it takes about a month for you to get your notes. You can get the info here:
FYI my husband and I have also ordered the notes as have many other people in this forum. You can look at some of the latest posts to see examples of GCMS notes. AND you and I have the same PP request date. It won't hurt to order the notes. At least it will put your mind at ease knowing they have at least dusted off your file and have started work on it!

BTW, when the sponsor (i.e. myself) requests for information via GCMS, should I get my husband in India to fill and sign the Authority to Release Personal Information To a Designated Individual) form?
