So wondering it would be better to wait and hear from company about internal transfer as obtaining work visa might be quicker than Passport stamping?
3) Is sending passport cross country illegal? Applicant in Singapore and VO is NewDelhi. Any idea of how to tackle the problem. Making a trip to India for passport submission is costly, any other option?

First of all, no one can predict nething bout NDVO processing times...just depends on case to case...
You can write them an email/fax saying that you are currently unable to submit your passport due to travelling and request them to send you a 2nd Passport request. Pls note that this may delay the process by few weeks....if lucky minimum by only 2-3 weeks.
Though in my case they did not reply to my email of 2nd PPR, so i was pretty stressed for a while....but my file began processing from 19th Sept....then they called around 25th Sept asking for passport....i dont even think they read the email i sent them as they were clueless when my dad told them im travelling out of the country...
So basically you can never predict how NDVO will respond...just make sure you send them email+fax...n dont always expect a reply.
And most importantly...if you are back in India before a 2nd PPR n able to spare your PP, dont wait for their mail...just send your passport with a cover letter explaining everything...you will save delay.
