That is quite possible scenario. It makes sense if they want the new rules to become effective on July 1st. However it is all speculation. The 19 year old dependent rule was suppose to come into effect when the new parent sponsorship was lifted but it didn't. Munchenxx is both right and wrong. Right in that the applicant must be PR for at minimum 2 years before they can qualify. That is based on the assumption that PR has stayed in Canada for 2 years before landing and can claim them as half days towards citizenship qualification. Wrong in that 2 years is the minimum qualification for citizenship alone.canadavisa13 said:Munchenxx,

the 2 years you are talking about here is RO (residency obligation) which you need 2 years out of 5 to maintain your permanent residence status.
