I would tend to agree with this. Only because of the latest changes to the requirement....where CIC has moved to more aggressive screening for language. Unlikely that they will allow exceptions to the standards. You would have to go to great lengths to prove all of it and its still at their discretion whether or not to approve.

I doubt it.

I am Visa exempt, I train highly qualified Canadians every day and have been doing so for the last 3 years, I am internationally recognized in my field, I am fluent in both national languages (trilingual actually), have a permanent job, and I am financially very stable...

...and I have yet to hear ANYTHING from them... :D ;D

Who you are, and whether you're from a Visa-exempt country or not...doesn't mean anything to them.

It's a sad truth - just hang in there!

If you had a lot of travel earlier, I guess background check takes long time.

What does your gcms say? If you have recommended passed, you're all good. Just days away from MR.

Folks at Ottawa have been lathargic for the last few days - no effin updates for us Jan applicants.

Argghh.. I need to see MRs this week.

Haven't ordered notes yet. I don't see the point, besides getting more worried ;)

I have travelled a LOT - mostly to conferences. Received AOR on March 4th.

I got to know from someone that there is some quota thing quarter wise. They issue MR or visa based on this number on a quarterly basis.

I am guessing they are done for this month or quarter and they are waiting for next month.

Please be ready to expect many MR coming...that's my guess.

I did travel a lot mainly due to conferences as well :(
I am gonna order GCMS notes these days to see if they started working on my file or not. If so, to see the comments made on it. If something is off, then i will go with AINP before the end of November.

CEC operates a Quota, that is, how many people they expect to come in under the CEC class in a certain period of time. However, a quota doesn't limit the number of people they will accept - CEC does not have a cap.

FSW etc have certain caps and when they are reached, they can refuse apps or choose not to continue processing until a certain time, however this does not happen with CEC.

If you search for the information online, it's available.

Sadly this isn't the issue. There are two main stages of processing.

1) Eligibility. If you are found eligible (that is, meet the requirements) then a med request is issued and you move onto the next stage.
2) Admissibility. Here, they look at meds, security and criminality in detail.

So, if you haven't received your MR, chances are that your app is still in a queue or the VO's are taking a long time to determine if you are eligible or not.

How about quota for issuing Visa (permanent) ?

There is no cap for CEC. The aim is to issue as many as they can, where eligible, in a reasonable timeframe. They do not stop issuing CEC visas because they have reached a quota - that doesn't happen.

Exactly, CIC set immigration goals and try to reacha those.

I agree that VO may be taking long time to determine eligibility. However, what explains this sudden draught in MRs? If certain applications are held for review, I've typically seen CIC moving on to the next file on the table.

I think CIC is coming up with new strategies every week.
