Medical examinations are required for the principal applicant and all of his or her dependent children.

So, you mean that my daughter do not need to take the medical exam with me.
but my daugther atten university when she is 21 years old.

If your daughter is still classed as a dependant then she needs to do the exam for her to be able to emmigrate.

It is hard for me to classed that if she is a dependant. She is a graduate student, she gets fund from the university.

If she has been a student since before the age of 22, she is still your dependent, so have your husband include her on your application as your dependent. She will have to have a medical. You can list her as accompanying, which means she will come with you when you come to Canada, or non-accompanying, which means you can sponsor her later. In both cases she needs a medical.
She won't be classified as your dependent if she is married or living in a common-law relationship.
