If you read the posts you’d realize they are in fact a stepgrandparent and the biological/legal grandparent is deceased. So no they do not qualify for a supervisa and would not be considered a family member for OP or their father unless he had been adopted. The step grandparent would have only qualified as the dependent of the grandfather but because he is deceased they don’t qualify.
Not sure where you are reading it from, but in the original post, its no where mentioned that its step grandmother

Canuck has dug through old posts.....something you can do when you have time, I guess.
I mentioned it in this thread and referenced other recent posts that I remembered. Most do not post regularly about parents an a grandparent traveling together

Thus the problem. It became clear throughout another thread that this was actually a stepgrandparent which is why I keep correcting the inaccuracy.

Just fyi- for super visa you do require 1 year minimum health insurance. But you don’t have to keep it for whole year. If your parents decide to leave after 1 month, you can get it cancelled and you will get a refund for the remaining months; or you can also put it on hold as well and if they decide to come back to Canada in near future, you can resume it again
Can you advice any insurance broker where this is possible ?

I got the GCMS notes,
The applicant does not have significant family ties outside Canada.
No bank statement showing consistent access to sufficient funds. Both inviter's account in Canada and PA's Indian account are insufficient to support both during their stay. I am not satisfied the PA has sufficient funds for the intended proposed stay in Canada.
Taking the applicant's travel plan into account, the documentation provided in support of the applicant's financial situation does not demonstrate that funds would be sufficient or available. I am not satisfied that the proposed stay would be a reasonable expense.

The notes mention they did consider my account but felt it wasn't enough to support the stay, ( I showed around 30k$ for 3 people). Is it worth trying for visitor visa again if
1) I only invite my parents which would mean the ties established will be stronger as my younger brother and step grandmother will remain back home
2) Show more funds from my Canadian account
3) Attach property and other asset details belonging to my parents vaulted by an official to showstrong ties back home
4) I can attach their bank statements but they do not have enough liquid funds (~2k CAD)

Since she's your step grandma, you can only invite her for visitor visa only. As such, the health insurance can be cancelled and funds refunded for the remaining months. In the past, we used Allianz.

How old is your younger brother? Perhaps, wait until he got a good paid job in India and try again with the step grandma?

Depending on your financial situation supervisa looks like the best option although not guaranteed.

He is 28 and owns a successful business in India. Can you please explain how that helps with my step grandmothers application ?

So with supervise,
1) As long as my funds are more than LICO for 4 members, that is enough ? I will also show savings and employment details etc.
2) The property and other assets of my parents along with my brother and step grandmother being in India would serve as ties ? They do not need to show their proof of funds now ?
3) Can I mention in the letter that I just want to invite them for 1 month only and am using super visa as I want to sponsor them ? I

You will have to send two sets of invitation letters:
1) For your parents to apply their supervisa; LICO for you, your spouse and your parents.
2) For your brother to apply his visitor visa. Your step grandma would have to accompany him (your brother as PA) in the traveling. Your brother would have to submit his business papers and his personal bank account statement. Btw, how much he makes personally? How much funds can he show?

My brother cannot travel this year due to his business commitments. Thus, I wanted to invite my parents and grandmother but that got rejected. I think I'll have to only invite my parents for now to make this simple. I make much higher than LICO for 4 members and have good savings available to show as proof of funds. Will that be enough for supervisa for my parents to visit for a month?

You should only attempt to invite your parents. All you can do is apply and see.

I will only invite my parents this time.
1) The application only goes to supervisa if I select stay > 6 months, however my parents can only stay for a month. Can I mention the intended travel duration as 1 month within the application ? Will that make them ineligible for super visa ?
2) As they have already given biometrics last month for VV, they wouldn't have to do it again right ?
3) Approximately how much is considered a good proof of funds to support one month of stay for parents in supervise ?
