Need a flight ticket for applying? - Visitor Visa

Hi,

I am inviting my friend to visit me in Canada (I'm a Canadian permanent resident).
I have a question about the flight tickets for the application for the Temporary Residence Visa (tourist).
Are we supposed to buy the flight ticket BEFORE applying? Or is it ok if he just is buying it after getting a "yes". How are we supposed to do?
