my question is my wife is a native British citizen ( born and lived in the UK)
do I claim the 5 points under adaptability from her without her doing IELTS as she is a native English speaker?

you can't now. Whether you're a native english speaker or not; you HAVE to provide IELTS result if you want to claim points. That's for both Federal and Quebec applicants
