This fourth time is different than previous times where only one section says "incomplete". This time, every section, everything says "incomplete and please review". What kind of situation is this? Does anyone with similar experience or have knowledge on the matter give me some opinions. Thank you.

I agree with the recommendation to hire an immigration lawyer to help you at this point.

Clearly your lawyer is not doing what they are being paid for.

Does IRCC just say "incomplete" and not give any indication of what is incomplete?
The application has a status of "Returned". Inside...

"Application status: Returned

One or more of your items need to be corrected. Check below for details."

Every section now reads "This document is incomplete, please review and update the document. "

What should I do now?

First off I'd have a few words with your lawyer. I wouldn't be happy with their services if it was me. They should be helping you on this, not leaving you in the dark. Is he/she actually experienced in immigration law?

Even more reason to do his job properly then. Fame means nothing really. If anything it probably means they are less attentive to individual cases and focusing more on big money clients.
I'm not saying don't use an immigration lawyer but in my opinion they are "money for old rope" for the most part. Visa application forms shouldn't be that difficult to comprehend unless you have a complicated situation.

I paid a lawyer to do this for me actually and it bounced back four times.
Demand a refund. That is completely unacceptable.

Also I used to be a legal secretary for top 5 law firms in the UK and lawyers tend to specialise in particular areas rather than cover the entire range. This is so they can do their jobs properly as it requires great knowledge of details in specific fields.

But it looks like they didn't have the required knowledge and messed it up. The vast majority of us here have done it in our own and got it right that the first time. Have you tried that? I personally would never go with representation that is not in Canada. They may say they have the expertise but they don't.

Nothing to say but to reinforce what others have said: get a refund and either hire a different lawyer or do it yourself. Spouse applications are generally not complicated. Some small percentage have them returned for minor errors, and that can happen to anyone (including experienced lawyers).

But four times? That's complete and utter incompetence or lack of attention.
