You're right; Ontario allows you to use "social connections" to demonstrate your ties to the province.

This only may help if you have been already selected by Ontario. But having friends in Ontario doesn't really help to be selected.

Obviously, if you don't meet Ontario's other criteria, having friends there is useless. But it is another thing you can add to your "ties to Ontario" letter.
