ECA for spouse was not a requirement for FSW, nor is it mandatory for Express Entry. It will improve your score, but you can choose to not get the ECA done for your spouse.
Since express entry focuses more on actual employability of the applicants, it makes sense that they would want to encourage folks who have educated spouses to increase their economic success in canada.

Here's my opinion on the new EE System:

Yes CRS is a tool to further rank profiles already qualified under one of the 3 key economic programs, something which the older FSW system failed to do. All it adhered to was FIRST COME FIRST SERVED, provided you have fulfilled the 67/100 points requirement.

I don't really think it would be pragmatic on CIC's approach to only use CRS as a qualifying benchmark to issue ITAs. The 600 additional points if one has a PNP Nomination or a Job Offer with LMIA is a tool to expedite qualifying candidates who can start contributing to their economy from day one.

However, how about professions where licensing is mandatory? The chances for PNP are anyways trivial for obvious reasons for them, and how can employers offer them jobs without they having license, for example: Physicians, Engineers, Physios, Nurses, etc.

In my opinion, a more logical approach to issuing ITAs would be either of the following:
  • Release specifics before every draw stating what all occupations would be considered in a given draw (based on the labor market feedback) and establish sub-caps under every occupation.

  • Or they could make it an open pool but establishing a specific cap for every occupation code

Someone had mentioned before that CIC promised they would move away from the cap system so its not plausible for them to dictate any occupation list or caps. In response to that, yes, everyone is eligible to enter Express Entry Pool, but given how dynamic and volatile job market is, they have full right to control the specifics of the DRAW. They never said that they won't have any occupation list or caps for DRAWS, did they?

Historically, your NOC has been one of the HOTTEST ones, so yes, while Canada does vet IT professionals, high demand NOC can be a double edged sword as well with higher competition. But considering the new system, you never know. We all can merely speculate at this time.

I believe after 1 or 2 draws, the correct picture would start shaping up. Lets hope for the best.

Guys, I have a question.

I have completed my 2 year diploma from Canadian college in Mechanical Engg. However, I am working as a techanical sales manager for a company.

Now, when I am creating my profile, they ask me if I have a certification of Qualification from Canadian College. Do I say yes?

And then they ask me what NOC is the quality related to. Do I have to answer that as well?

Please help!

Hi. Certificate of Qualification is for Federal Skilled Trades only. Don't think it would apply to you. Here's sm info on this.

It is a document issued by the body that governs trades in a Canadian province or territory. It proves that a person is qualified to work in a certain skilled trade. This means that they have passed a certification exam and meet all the requirements to practice their trade in that province or territory.

Depending on the province, this certificate may be called a “certificate of qualification” or a “qualification certificate.”
