Just thought I would give an update that might be useful for some other people.
The application went from Assessment pending to completed in 1 day. She still had 4 weeks left on her work permit. She received her PNP letter and support letter via email. So we went to flagpole. That was not a good experience...
The US border agenst were very friendly. The Canadian one at the border was very rude, arrogant and on the border of aggressive... As stated by other people, one of his colleagues said that issuing work permits are not their job, and they do it as a courtesy. I tried to explain that there was no time to file it online or by mail (that would take 6-9 weeks), but then we should just have send it sooner! He also claimed she could have gone on implied status and we had all the time we needed. So I replied that this was not possible on an IEC permit. His reply was then "Do YOU work here ??"
Luckily the actual immigration officer was friendly, although he issued a closed work permit for only 1 year though.
So yeah, IEC people planning on flagpoling: beware....
But it worked out ok in the end
