Hi, I have been in Alberta since 2009, In these 5 years, I did studying and working. I got my PR card since Feb 2014. I also got admission for a university in Ontario, I don't know it is a risk for me to lose my PR status if I move out of province. I will appreciate if somebody tell me the experience from them. I did call CIC, they tell me, if they think I am not live in that province for permanent, they will cancel my PR status, Because they said the province invest me as permanent resident. But the truth, I saw many PR move out of the province after PNP. Also, what is that Operational Bulletin 251 in CIC website.

You can find the operational bulletin here: http://www.cic.gc.ca/english/resources/manuals/bulletins/2010/ob251.asp

It has to do with PNP applicants who are landing as PR. Not people who have already landed.

Legally, you signed a document when you applied under AINP that your intention was to settle in AB. This must have been true when you applied and when you landed. Otherwise, you have no legal requirement to stay in AB. Intentions can change. Immigration has not been going after people who leave their PNP province. However, if they do in the future, they will likely start with the people who left immediately after landing because they can get them on misrepresentation. Say somebody managed to land but they left their PNP province for another province within a week, it would be obvious that they never intended to settle. Hence they lied on their application. However, if somebody stayed for a few months after landing and then left because of a job or studies, it would be hard for immigration to say that this was already planned when he landed.

In reality, immigration officers often mention things without any legal basis. Some people have been told by IO's that they must reside in their PNP province for at least 2 years, at least 3 years, until they get citizenship or even forever. There is no legal basis for such claims. You signed nothing stating that you would reside for any specific amount of time.
