You can't get it by mail:

http://www.pgr.gob.mx/TransFoc/antecedentes%20registrales.asp

You have to either go in person or send someone you trust with a carta poder.

yup thats true i second that:)

MEXICO CITY EMBASSY IS REQUESTING MINE , I CALLED THE PGR TODAY , IF THE REQUEST IS SENT BY THE EMBASSY DIRECTLY THEY WILL MAIL IT TO THE EMBASSY DIRECTLY.

I HAVE A COPY OF THE LETTER THAT WAS SENT TO THE PGR FROM THE EMBASSY

GT25 I dont know why they are requesting mine directly , they asked me to sent 3 sets of fingerprints, photographs and a copy of my passport. I've been living in Vancouver for the past 2 yrs , not sure if that has anything to do with them requesting for me.

this is their response when my MP asked for status.

The applicant has provided his police certificates and his fingerprints in order to obtain the certificate from the federal police (PGR) in Mexico. We are currently waiting for the PGR and the medical results.

Ok, I found the difference between your case and ours:

This is not the Constancia de Antecedentes Registrales. The Informe de Datos Registrales is the same one that MexiCana had to deal with. The bad news is, if they take as long as MexiCana has had to wait, it'll be quite some time. You can check her posts in this thread.

yup, constancia and informe are two different things with 2 different sets of requirements.

In my letter it said right there I had to go personally to start the paperwork, and to pick it up it can be someone with a power of attorney signed by you.

That's right, jendrian; GT25, canda, you and I are on the safe side since we were all requested the Constancia and it only takes 10 days to get it.

Seems like the Informe is a big hassle, though. And they just take all the time they want (like in the whole process, really). I'm surprised to see that mikeyvr, dealing with Mexico City VO, has been requested an Informe. Maybe the fact that he has gone through an appeal has to do with it. I don't think the fact that he has been living in Vancouver for a long time has to do with it, as both GT25 and I are currently living in Canada and we were asked to provide a Constancia.

Anyway, good luck to everyone with the waiting.

did you guys inform CIC that you're in Canada? I think you would've been requested the Informe had they known you weren't in Mexico

I did, I sent a copy of my TRV, the entry stamps on my passport, and I declared my residential address as my husband's address in Canada. My parents have been planning to move out for some time so I wanted to be on the safe side and declared my Canadian address.
The letter to get a Constancia was mailed to me all the way to Canada!
