The state police checks are from each state...the embassy used to ask for them but now they don´t need them anymore. Instead they want the SSP (secretaria de seguridad publica) from my understanding you can only get it from mexico city...but it´s really easy to get all you need is a photocopy of birth certificate and photocopy of IFE. And they give it to you in about 5-10 minutes.
The PGR is more complicated they ask for a bunch of stuff, and pictures, they do the fingerprints right there in the office and then it takes 10 days to get it back if you are in mexico city and about 5 days if you get it from one of the state offices. and you need the letter from the embassy to get it!
Maybe if you aren´t sure, it would be worth just getting another SSP just in case....it´s free and pretty simple to get.
