You can get your Mexican passport renewed SAME DAY here. A truck goes around the city several times a week. It is so nice! We are in central California if you are curious - lots of Mexicans here!

Do you need to apply for the ARC seperate of the sponsorship application if your partner was deported ? I brought this up awhile ago and even though he will be allowed back into Canada ( he has a one year ban) before our application is even close to being finished, I understand that he will still require one. The thing is, that it's been changing a bit. Before Mexicans required a visa to visit Canada, average processing time was 1 year. A few months after the visa was implemented, the average processing time was reduced to 6 months (since people weren't just applying for the sake of it anymore).
We're talking that this was 2 years ago. So following the pattern, it should take less now, however the site where I used to check the processing time for Mexico disappeared :S So I can't confirm
You have to wait until the embassy tells you that you should apply for it. Technically an ARC is only given when there are "compelling reasons" in this case your compelling reason would be a bona fide marriage.
