Someone with May 20th AOR, FSW Outland received BIL/MIL yesterday. It seems they are currently prioritizing FSW over PNP applicants with issuing biometrics and medical instruction letters.

You’re right! As per this tracker, they are sending BIL/MIL to Outland Applicants before Inland Applicants.
