I just received my pre-arrival services letter. I hope the background check doesn't take too long. We sent a webform a few days ago asking IRCC about the VO they forwarded our application to. The SA letter we received in December missed that information. And we think it could be one of the two depending if IRCC follows PA's country of residence or the home country issuing the passport. Anyone had a similar experience?
Fingers crossed we get some more movement soon.
From my own application and others that I know of, it is PA’s country of Residence. Me as an example, my spouse is originally from Nigeria but resides in Germany, our file was sent to Vienna because that is the visa office that processes application for Germans and Germany residents, but this is IRCC so who knows.I'll ask my question again. Does anyone know how the Visa Office is determined for an application? Does it depend on the PA residency or the country of origin? IRCC didn't say where our application was forwarded.

Thanks for your response. I live in Norway, so I guess the London office in the UK will process our application. It looks like they're busy as they cover the UK, Scandinavia, and Ukraine. I received the COPR number today and a letter requesting me to send documents to the nearest VAC - passport request, although I don't have to send my original passport (because I am from the eTA country), I have to send everything else as usual. - The letter asks for 2 photographs taken within the last 6 months. I have 2 photographs that I took for the PR process, which are older than 6 months (dated and signed according to IRCC specs on the back). Should I take another trip to the photographer or those two would be accepted?
Thank you. The letter says I DO NOT have to send my original passport, just a photocopy of it + pictures, etc. Does it mean I will just get paper copies of COPR and won't have any stamps anywhere?
