I am sorry to hear this...but its alarming thing.... it is clear that they chraged all the credit cards/DD without reviewing the application and now the are doing this.
Also its strange that CIO only sent the letter otherwise normally they sent full package back.

Your application has therefore been assessed on the basis of whether you have work experience in the list of occupations eligible for processing. These occupations are identified by codes and described in the National Occupational Classification (NOC).
