I got this standard reply from New Delhi high commission Dear Sir/Madam,

This is in response to your recent email enquiry to the Immigration Section of the Canadian High Commission in New Delhi.

This application was received at our office on May 14, 2010. Since you applied as a Federal Skilled Worker on or after February 27, 2008 and before June 26, 2010 , your application will take two years or more to be processed. This is due to the fact that Canada received over 425,000 applications under this program during this period.
* Unfortunately, it will take longer to process federal skilled worker applications submitted under the first set of instructions (between February 27, 2008 and June 25, 2010) than originally projected.

* During this time, the department received applications for more than 425,000 people, and 144,000 of these have not yet received a decision.

* This number represents more than twice the number of projected admissions under the federal skilled worker program in 2011, so many of these applicants will have to wait two years or more to be processed.

If you wish to withdraw your application, you may be eligible for a refund of your processing fees

We trust that this information will be of assistance.

Oh, sorry, am I wrong? As da CIC website states, the whole processing time is calculate from the first day the visa office received ur whole documents, I think dat means da 2nd AOR date, and now I have been waiting for 14 months since 2nd AOR from buffalo, more than a year but nothing changed. Also there is nothing in my CAIPS. and my first initial CHC received date is 15January10.

Buffalo is da slowest office.

Good luck, guys. ;D

Dear Sir/Madam,

Thank you for your enquiry.

Our office is currently receiving a high volume of applications and it can take several weeks for a file to be created in our office and to appear in our electronic records or for documents to be attached to an existing file. We cannot confirm or deny the existence of an application in our records at this time as you only submitted your documents very recently.

Our office will contact you in due course.

Yours sincerely,

I think CIO will not accept second applications whose UCI already exists and e-cas status showing RBVO because they cant issue second UCI if your application already exists at visaoffices under fast track programme (post nov.2008 ).
This is what i am predicting because eventhough the cap was not reached of 1000 on 10th june2011 they sent my second application back while DHL delivered mine on 10th june 2011 to CIO and see the cap as mentioned by CIO website : Applications received toward the overall cap: 13,682 of 20,000 as of June 21, 2011

Applications received per eligible occupation:
Eligible Occupation
(by National Occupational Classification [NOC] code) Number of Complete Applications Received*
0631 Restaurant and Food Service Managers 1,000
(Cap reached)**
0811 Primary Production Managers (except Agriculture) 178
1122 Professional Occupations in Business Services to Management 1,000
(Cap reached)**
1233 Insurance Adjusters and Claims Examiners 442
2121 Biologists and Related Scientists 1,000
(Cap reached)**
2151 Architects 980
3111 Specialist Physicians 976
3112 General Practitioners and Family Physicians 1,000
(Cap reached)**
k giving excuse of cap reached

TODAY I GOT REPLY FROM MINISTER OFFICE:Dear :

This is in reply to your correspondence dated June 2, 2011, addressed to the Minister of Citizenship, Immigration and Multiculturalism, concerning the status of your application for permanent residence (APR) under the Federal Skilled Worker (FSW) Program.

We appreciate your wish to become a permanent resident of Canada as soon as possible. Unfortunately, because of the lack of specific information contained in your correspondence (full name with correct spelling, date of birth, county of birth, applicable file number(s), office of application, etc; I am unable to obtain any details on your specific case.

What I can say is that, updated information on processing times can be found at: http://www.cic.gc.ca/english/information/times/perm-ec.asp.

I would also like to explain that changes to immigration law in 2008 allow Citizenship and Immigration Canada (CIC) to set, through Ministerial Instructions (MI), the number and type of applications considered for processing each year, and the order in which these applications will be processed.

Under the first set of instructions (MI-1) CIC used this new authority under immigration law to control the type of applications received, but not the number. The number of applications received exceed the ability to process them in a timely way. CIC introduced caps on June 26, 2010 on the FSW program as part of the second MI. CIC has limited the intake of new FSW applications to better match the number CIC can actually process within the annual levels plan tabled in Parliament. The third set of MI, introduced in June 2011, further adjusted the intake of economic class APRs. FSW applications under the third MI are processed on a priority basis.

Further information can be found at: http://www.cic.gc.ca/english/department/media/releases/2011/2011-06-24a.asp.

CIC has received enough FSW applications since February 27, 2008 to reach immigration levels for the next two years. Unfortunately, it will take longer to process those submitted under the first set of instructions (between February 27, 2008 and June 25, 2010) than originally projected. This number represents more than twice the number of projected admissions under the program in 2011.

CIC's goal is to make the immigration system more responsive to labour market needs. By giving priority to FSW applications received on or after July 1, 2011, CIC is responding to the most urgent labour market needs first. The length of time it takes to finalize an application under this program varies from one visa office to another since visa offices face different challenges. CIC continues to work towards global service standards and the use of departmental standard forms to minimize such regional variations as much as possible.

I hope that this information is of assistance.
