Yes you can send it from the PA's country, but I suggest sending it from Canada if ever you have the option

No, for us as per IRCC letter we forgot to tick Point 5 on checklist and they returned our whole application. We had to redo all our forms again and resend the application. Let's hope for the best.
NO, our application package was returned with a letter from IRCC stating we didn't tick point no 5 on checklist. We resent our application again this month.
