yeah! UCI is Unique Client Identifier - PA & Sponsor will have a unique separate UCI. If you can't locate your file on ECAS, try linking it using GC Key, since you have the application number with you now.

Try using PAs UCI , I tried and it worked and also use online tool it’s pretty easy
