They will not mail the book, you just need to download the PDF version from the link they sent.

I'm in the same boat. I didn't call but I sent them a webform inquiry. They got back to me and basically copy pasted the message I get when ecas says it cannot find my application. They added that they verified my info and it was okay. So... not sure if calling would make a difference.
