Is this a good sign that PPR is forthcoming?

It is indeed. Mine moved to IP2 on 22 June as well. If the luck is on our side, we could get the golden email this week, if not, we may have to wait a bit longer. But the good thing is, most probably our Eligibility must have been cleared which is a huge relief in itself. Good luck. Let's keep the update going here.

This is not uncommon. When an application has been sitting for a long time, the GCMS notes when requested, force IRCC to pick the application up and ask the immigration officer to review the notes so that they can be released. When the request for GCMS notes is filed, this process happens within the first 1-3 days.

Most applications are stuck because the officer or the program assistant hasn't worked on them or were waiting for an input. Even after the information is received, since no one picks the application, it keeps sitting. The GCMS request forces the immigration officer to review the notes for release, and when he is looking at the file, and is there are any pending updates, he he will do it and this is why many applicants see a progress after requesting GCMS notes.

GCMS is a great tool if used effectively. This does not mean that there will be a progress in all cases, but there will be where there was just an update, or after BGC the reports from CSIS and CBSA are received and only have to be updated etc.

I am glad there was progress, and it seems that you are on the final stretch. If your BGC has started, then most likely your eligibility is passed.
Thank you so very much for your detailed information sir. Seems like many other's application moved to IP2 on June 22. Whether it is because of ordering notes or it was supposed to be, all I care now is that the BCG has started. Hoping and praying that the wait will be over soon. I will be grateful to you if would help me to understand notes once it is delivered to my email. Thank you so much once again :)

I don't think this is the case. You will not get the update right away because the company that issues the notes on your behalf will FIRST need the consent form that you signed in order to file a request to IRCC to get the notes.

The Act of Information Access gives any individual the ability to get such updates. GetGCMS is actually acting on your behalf to get such information, and for it to be able to initiate the request, they will need your signed consent form.

The update you got at that moment was a coincidence I guess. But still good news. I also hope you will get more good news when the IRCC access your file upon receiving the Notes Request.

I think you are correct. Many others moved to IP2 on the same day. I was, however, surprised because I ordered the notes during non-working hours in Canada. The update was maybe within few seconds. Hence I assumed that the update was because of notes. But like you said, I still hadn't sent the consent form before the update. It could have been coincidence. Whatever it is, I am just so glad that the BGC had started after more than 100 days since MEP. Thank you very much for your information :)

Once the Eligibility is passed, its just the matter of time. So hang in there.
I called CIC the other day and was told my eligibility passed, but I read in another thread that someone's eligibility also passed according to the agent, however he still received a letter saying that he didn't meet the requirement a few months later. I'm really worrying now, hope we can all get our PPR soon!!

Most application are processed within 6 months. Now let me unequivocally an unambiguously state:

The 6 months processing time starts from the day when your R10 is passed.

The 6 months processing time does not start from the day of the AoR. The R10 is usually passed within the first 20-45 days. R10 is also called the completeness check. As per Regulation 10 of the Immigration and Refugee Protection Act (IRPA), it is an absolute liability on the applicant to ensure that his application is complete, i.e. all the supporting documents are submitted. If anything is missing the application will be rejected. This is why there is no point requesting GCMS notes within the first 45 days, as even if any document is missing you cannot do much.

By the time R10 is complete, so is criminality, which is based on your PCCs, and Medicals are also passed.

After this comes the most important stage, ELIGIBILITY, also knows as A11.2. This is where the GCMS notes play a very vital role. The eligibility takes place in 2 stages. First an program assistant or analyst will review an application and then the recommendation is reviewed by an officer who makes a final determination. This stage is also the longest, barring any security or SS. Many times the program does not take into account your work experience, or forgets to review a document, or simply determines that your work ex does not meet the program requirements. As soon as you see these in your notes, you can raise a CSE and send more documents, which will then be review and hopefully you will save your application form getting into procedural fairness.

During the eligibility, you may end up requesting GCMS notes, 2-3 times. After the eligibility is passed, the BGC starts. After the BGC starts, there is nothing much an applicant can do expect wait. However, even after the eligibility is passed, sometimes the BGC never starts. This is when the GCMS notes will do the magic for a few as they force the officer to review the application fo GCMS notes release. If the eligibility is passed, but not updated in the system he will do so and initiate the BGC, and you see a movement in the application.

Similarly, when the BGC is complete, i.e. the CBSA and CSIS have sent in their reports, you application may keep sitting, and when GCMS notes are requested the officer will simply update your application and will put it in queue for PPR release.

This is how in some cases GCMS notes play a vital role.

Requesting GCMS notes is entirely a personal decision. You don't have to request GCMS notes. IF you do not request GCMS notes, then the application will progress at its own pace and you will only see the MyCIC status updates.

The whole criteria of IP1, IP2 etc. is based on MyCIC updates, and to use my words carefully, is nothing more than a waste of time and baloney. An application for PR goes through the following stages:

R10
Medicals
Criminality
Eligibility
Security.

The IP, IP2 is way to predict that if MyCIC status shows a certain update, it would mean that the application has passed a specific stage, which is just speculation and nothing more. Instead of that, an applicant can see the calendar and make assumptions, which is also as foolish as anything else.

Imho refusal would also be because the POF requirements are not met, PCC is not provided/not as per the requested format, Security checks resulted in refusal...that’s why I was asking if you have a link to his post it will be helpful to understand what transpired

Curious, why did you withdraw you OINP application ? was it because you got the ITA? and since you withdrew did you get the $1500 refund?
That's correct! I withdrew my OINP application mainly because of increased CRS score due to IELTS. I was lucky because even after more than 2 months my OINP application was still in submitted stage, hence I got the refund of CAD 1500 in exact 2 weeks after withdrawing. Cheers.

He's not refused but received a letter to give him a chance to explain why he worked while holding a student permit, as far as I can remember.

Lucky you and I would Job well done with the IELTS. In my case my org and consultant decide to go for the oinp and EE application in parallel lol

That could be a rare case. Maybe the person's fund got below required dew to currency exchange fluctuation. Eligibility is assessed by one officer and then the information is shared to another. Maybe the second officer spotted something that first officer didn't. We can only speculate. Once the Eligibility is passed, chances are pretty high of getting PPR!
