You can send in your application without the FBI background check. Just include a letter explaining what you said here. They're aware of the long FBI processing times. Just send it when you have it.

If she visits during her application she will have to prove that she is only visiting, not moving, although people with a PR application underway tend to have an easier time doing this. You can use proof of fees as proof of your application and you can use AOR/SA when you have it (which some people has said is helpful). Some CBSA officers might expect to see ties to the US, such as paystubs from a job and an apartment lease (this is what I was told by one), but it depends on the individual officer. In short, a return ticket is best (it can be refundable) and you should make sure to be clear that she is only "visiting" when speaking to the CBSA.

My application was received by CIC on March 2nd and I am still waiting for approval. The new immigration change gave a bit of hope that it will be faster.

Congratulations !!! Hopefully you will get the AOR very soon, only few days left

Ours was received on 18th March, praying for faster processing

Hello everyone,

We got our application done and sent it in on March 18th. I have confirmation from Canada Post it was delivered, and no word from CIC. Fingers crossed for everyone!
 
Just had my medical done, so everything is on track to send off the application in a few days and have the CIC receive it by the end of the month ;D.

Just noticed your application was filed a day before ours, hopefully we'll both have fast processing times! It feels like a long time to wait but just got to try and be patient ;D

We sent ours off yesterday, March 23 from Washington State in the USA. Hoping for the best!
