I doubt that is true, otherwise there would still be different posted times maintained by CIC for each country. Korean times went out the window when their apps were redirected to Manila. I would think anyone applying from countries outside the Phil's would be better served with a spread sheet of their own specific to their own country, even though they are all going through Manila, I would imagine they all have their own ques.

And what he wanted wasn't applicant country but sponsor country. His theory is since he is Filipino and so is his wife that somehow they get faster processing. I am not convinced of this either since not all long processing apps are with non-Filipino sponsors. Also couple that with the difficulty of getting the information since a lot of people aren't forthcoming with what info is already gathered. Plus the sponsor side of the application doesn't ask for your nationality. With what is there you could make a pretty good guess, but if CIC were using that data in it's determination they wouldn't "guess" they would ask. And finally, to be thorough I would need both applicant and sponsor nationalities and compare the various combinations (remember that Manila processes more than just Philippines applications).
More useful would be whether the sponsor is a PR or citizen. It would be interesting to see if there is a bias towards one or the other (though there isn't supposed to be). But again I don't feel the testing of that theory to outweigh the extra effort to collect and maintain the data.
