Effective January 28, 2013, the Visa and Immigration Section at the Canadian Embassy in Seoul is closed. All permanent resident applications previously submitted to the visa office in Seoul will now be processed in Manila.

If more staff are not hired in Manila this can be expected to further slow processing. :(

I guess the government knows they can hire Filipinos to work for half the price.. this is the real outsourcing. The VO should be able to understand the culture the applicant is coming from to put the relationship in context. This made a bit of sense with Japan, seeing how there are so many Japanese speakers and foreign workers in the Phils. But Korea :o Aside from the numbers of Koreans you see in the Philippines it doesn't make a lot of sense.
I read somewhere that a couple years ago they did huge amounts of renovation to the Manila visa office to supposedly help streamline TRP applications. The cost was astronomical, and they only hired a few extra people. Maybe they were planning this for a long time.

I don't recall VO's being closed or downsized during any of the Lie-beral governments. They have a tendancy to expand government rather than cut it back...and line their pockets along the way.
 
Here I thought I would be moving a fair number of Korean applicants to the spreadsheet. Total moved: 0. Looks like everyone (like 3 or 4) who were on the monthly sheets in 2012 all got their COPR and moved on.

So we can hope that the extra load won't be too much.

This forum may not be a true representation of the total applicants pending descisions. A Korean woman I know here sponsored her neice and her neice's husband. It took them 5 months.
 
I didn't mean there were 0 processed by the VO. Just 0 listed on spreadsheets here. :) There just aren't a lot of people on this site going through that VO.
