Dear fellows,

yesterday I raised CSE to LVO.........today they replied (VCM) that my file is also awaiting review by an immigration officer.....seems that BG checks have ended-up..........

does that mean they first do BG checks and then appications are reviewed by immigration officeR?

After reaching the file to Visa Office, first of all - as per their own system / practice, the file (s) is allocated to specific visa officer. At that stage, upon CSE we use to receive reply like "dear applicant your file is awaiting review (or under review) by an immigration officer" - this basically eligibility review by visa officer where he matches the applicant against MI for re-assuring the points and counts on 6 selection factors, though it had already been done at CIO level.
After his satisfaction, he sends MR (or MR + RPRF) to the applicant and at the same time file info is forwarded to CSIS for BG security clearance. The applicant then gets hang-up in his / her medicals and in 62 to 110 days CSIS (normally, after request to CSIS by VO), BG checks get completed and the advice is sent to VO. This is usually the time when VO has gotten medical reports as well. He needs to review all the file finally - just to make sure that every thing is in-place. After final review by VO, PPR comes..............

This is what my understanding is.

Great stuff, makes sence. One thing I still don't undestand is, how come some late applicants like July and later ones have their ECAS status updated before the May ones ...

Hopefully by the end of April we'll have much better idear where we all stand.

Reason that this reply at this stage (that is; currently file is awaiting review by VO) is making me to believe that BG checks have been completed:

1- As I shared earlier, BG clearance time of CSIS is 62 days (for 51% requests that CIC makes to them) to 110 (for 48% cases). Roughly speaking, we have passed that many number of days (avg 62 days from the date of our MR).
2- Right after my medicals, on Jan 23 - I lodged CSE and VCM replied that "background checks for your application are still on-going and may still take some months". Means for me, on Jan 23, 2014, BG checks were on and now (on Apr 08) file is awaiting to be reviewed by VO - means from Jan 23 to Apr 08, something / progress must have been made, which we should assume completion of BG.
3- As per OP 6-C (operational manual for FSW application received on or after May 04, 2013) under heading 14, sub-heading 14-1 (approving the application), a final review has to be taken place by the visa officer which definitely happens after medicals AND BG security clearance.................

Finally time will tell us that whether or not my understanding is right.........I wish so.

nice analysis farhan. and those who have 2nd line like me since 21st jan and awaiting medicals. so they are doing some strong kind of BG checks. isnt it?

Many out of an assumption, To check the basic eligibility I don't thing VO need too much time to verify with available documents. After CIC issued PER, its require only minimum time to re-verify the PER. In that case VO should work FIFO basis and all May appl. should have been received MR :-X

Let see... We have no clue about the cycle of process and its differs with each applicants. :-\

We all wish so and praying for the same...insha Allah. Best of luck to all of us.
