Note to Ketevan's case: On 30/07/12 passport request was issued by regular mail. On 08/08/12 an e-mail was received advising to ignore this PPR and wait for a new one, because additional background checks are needed that will take AT LEAST 1 month

Nope, sorry you are wrong. What you are referring to are the MI (Ministerial Instructions). Depending on the time of your application, you are in MI1, MI2 or MI3 group.

Anyway, there are three categories under the Federal Skilled Worker (FSW) class:

Category 1 (FSW 1): For persons in an occupation which corresponds to the list of occupations identified in the Ministerial Instructions and have evidence of one year of continuous full-time (or full-time equivalent) experience in that occupation;

Category 2 (FSW 2): For persons who have arranged employment offer with a Canadian employer;

Category 3 (FSW 3): For students or workers who are legally residing in Canada, and have done so for at least 12 months immediately before submitting their application.

I have applied in Nov 2009, got a rejection letter in Jan 2012, sent an appeal and file got reopened in May 2012 (status changed from decision made to in process). Sent additional documents (updated forms, PCC, photographs) 23rd may, Received MR & RPRF request in Jun 14, sent on 17th Jul n finally got PPR in 20th Aug, sent on 29th.
