Live in Care Giver / Nanny

My wife and I had recently had a daughter, we both work full time. After maternity leave, we will need a Nanny. Our combine income is more than $125,000. I am interested in getting my sister who has bachelor degree and currently living with her 6 year boy in Pakistan. She is divorced and has sole custody of the kid.
Can I employ my sister who is unemployed for this job? and will she be able to bring her child with her. They all can stay with us. I can trust my sister with my baby than any other caregiver.
I will appreciate any helpful reply!!

Probably not, unless she has passed a 6 months course or has had 1 years paid experience as a live in care giver.

she is attending the course and should be done with it in next 3 months. Is there any other reason for cic not to grant her the work permit?
