Letter Of Explanation for inability to provide Police Certificate?

This is the situation:

Let say I am unable to provide a Police Certificate for a foreign country that I was (legally) living and working in for almost 3 years.

I am unable to provide this cert. because I am no longer living in the country and traveling back to the country just to get a police cert. is not possible.

Traveling (i.e. flying and paying other transportation and accommodation costs) to the closest embassy of this foreign country in my home region to possibly get a police cert. is also not possible.

And even if traveling back to the foreign country or its nearest embassy in my home region was possible, I know (for a fact) that getting a police certificate would still not be possible. It would not be possible because (contrary to what others and the Canadian immigration officials apparently believe and claim) the process/procedure for obtaining a police certificate in some countries is non-existent or fraudulent at best.






My question is:

Based on the above info., can someone post a sample letter of explanation explaining the inability to provide a police certificate or post a template of this kind of letter? I would greatly appreciate it.


Also, has anyone else ever submitted such a letter regarding inability to provide police certificate for a foreign country, if yes, what was the outcome of the application process?

I have. For 2 countries. My application was put into processing, but of course I am still WAITING to know the outcome :0

But it wasn't just a letter explaining why... it was documentation of all my efforts to obtain one as well. Copies of emails, telephone logs, lists of whom I contacted and their response.... As well as (limited) proof of my residence (e.g. copies of my visas, any local IDs, addresses for residence and employer...)

We submitted a letter in lieu of a police certificate for my husband (he was supposed to supply three police certificates but was only able to obtain two). This was for a family class/spousal application (outland application). As you can probably see from my signature, the result was positive and my husband landed about three months ago.

My husband lived in Kuwait City in the mid 80's for a year and a half - and we were unable to obtain a police certificate because the records for this period were apparently destroyed in the war. Unfortunately I no longer have a copy of the letter we sent along with the PR application (sorry!!!). However if I remember correctly, we started out by (respectfully) asking that the letter be accepted in lieu of a police certificate since we had been unable to obtain one. We then went on to provide detailed information about the exact dates of my husband's stay in Kuwait (along with employement details). In the next section of the letter, we provided a list of what we had done to try to obtain a police certificate (i.e. which embassies and consulates we had contacted and what they told us, who we had called, who we emailed, etc.). We then provided links to two sites online which stated that it wasn't possible to obtain PCs for Kuwait City for that period. We finised off by mentioning other details that we thought might help (e.g. my husband was in Kuwait as a civilian but on a government contract and he would have been kicked out of the country immediately if he had done anything wrong while he was there - also, years later, my husband was able to obtain security clearance for another government job which would not have been granted if he had a criminal past, etc.).

I was starting to wonder if I was the only person to ever be in such a situation, now I know I am not alone.

would it be ok for you to tell us which country you are referring to? i mean, may be someone in this forum is from that country and s/he can give you info on how to go about getting a police certificate.

Lets say the foreign country I am referring to is Somalia (I have already been to this link http://www.cic.gc.ca/english/information/security/police-cert/africa/somalia.asp)

Sorry - I forgot to mention one other detail.

With our application there was no requirement to provide an RCMP certificate (my husband had been spending a great deal of time in Canada with me) or US State certificates for the four US States that my husband had lived in since the age of 18. However we provided all of these certificates with our application all the same (along with the FBI certificate and Egypt certificate which were both required). In other words, we went overboard on other police certificates to try to compensate for the missing Kuwait certificate. I don't know if this made any difference and it might have been a dumb thing to do. However at the time we figured it was worth a shot - and we were willing to try anything to ensure the missing police certificate didn't hold up the processing of the application.

Thanks for your response rubyalabar, do you also have similar links for these countries:

Eritrea
Sudan
Ethiopia
Djibouti

The nature of my job took me to those countries during the past couple of years, during those times I wasn't considering that I may need a PCC in the future, as going to Canada was not a consideration.....well, here I am needing a PCC or a "Letter of Explanation".

I need ideals as how to explanation my inability to provide Police Report to Canadia High Commission in Ghana for Staying in mali between September 2016 and August 2017. This is due to the Security/ Political situation there and the Mali transition government asked UN to leave the Country and the Mission ended in December 2023. so no any reference to contact in mali now.
I was deployed to Mali as an Aircrew Member with Ghana Aviation Unit to provide Air Support Opertion for the United Nation Mission in Mali. i have UN certificate of participation.
